I'm a professional photographer myself, so I know talent when I see it. This guy is GOOD! Look at the multitude of photos on his website (jacksfotos with an "f") and see for yourself! Look how diversified they are. Very few of the images are just like the other ones. Unlike many other portrait photographers, his is not a "cookie cutter" approach... he's creative! To be honest, I wasn't expecting to find someone this good in such a small town setting.
