Marsha did ultimately refund my money, and says she previously mailed the check in May. The refund was for a larger amount than what my receipt showed me as having paid. I'd brought the correct amount to her attention and she insisted on paying the larger amount. So whatever it is happened here this year, Marsha's no thief!

Marsha is detailed in the beginning, then she incorrectly reported my return so badly that I had to wait 1 yr for a large return, due to her errors. I think she out sourced the return, thus failed to grasp that I had already paid what I owed in my estimated return. Very long complicated to contact the IRS
