For $1500. my post construction cleaning consisted of a crew of very nice but totally unsupervised and inexperienced cleaners who had no cleaning products and few cleaning devices. They did not have a vacuum cleaner that worked on carpet. They had dust mops but no wet mops. They left dirty wet rags on my new carpet, and wet buckets on my new hardwoods. They didn't know how to mop oneself out of a room . . . ie no plan of attack. The (probable) owner was there for a few minutes and then left the unsupervised crew to apparently do a regular cleaning.
