New City Property maintenance

I had worked with New City Property Maintenance since earlier this year. The company provided handyman services for my job. When I purchased a property I hired the company as a General Contractor (GC). I gave a deposit for plumbing work which was never started and completed. The work was delayed initially to no fault of New City Property Management. When the work was able to being, I learned the owner was not a licensed GC in Chicago and because of this permits could not be pulled. I have not been able to contact the owner or his wife via telephone or email with no response.I gave this company a deposit for work that was not done.
